In a first, senior IAS officers are meeting on 17 January here to have a daylong brainstorming to deliberate on ‘Challenges to Public Service Delivery in the next five years and the way forward’.The conference is being organized at Convention Centre of the Lokseva Bhawan, where all the Secretaries, all Collectors, and all IAS officers will participate.
Sources in the state government said while Chief Minister Naveen Patnaik will inaugurate the program, Chief Secretary Asit Tripathy, Development Commissioner Suresh Chandra Mohapatra, Agriculture Production Commissioner Pradipta Kumar Mahapatra will grace the occasion.
Several topics shortlisted to be presented by a group of secretaries will be deliberated upon at length by the senior mandarins. Issues like New Age Technology and Innovation, Odisha Leveraging Soft Power, Infrastructure for Growth, Livable, Sustainable and Inclusive Growth of the cities and Inclusive Governance will be deliberated in this meet.
The Knowledge Partner, the State E Mission Team will be assisting the presentation on New Age Technology and Innovation by the senior officials of the Department of Electronics and Information Technology.
Similarly, other knowledge partners will be assisting the Group of Secretaries in this regard.
Infrastructure development in Industries, Water Resources, Transport, and Works will be deliberated upon. Leveraging Soft Power will deal on the development of Sports, Tourism, Handloom, Textiles, and Handicrafts, as well as the development of culture.
Urban Sector Development vis-à-vis future of the cities, sustainable development will be taken up in the brainstorming, said sources. Similarly, inclusive governance will deal with the issues in three-tier Panchayati Raj system Higher Education, Agriculture, Women Empowerment, Mission Shakti and related issues.
The District Collectors will be making presentations in groups on the issue of ‘Challenges of Public Service Delivery in the next five years and the way forward.’
Five groups of District Collectors will be deliberating on issues like Livelihood and Governance Options, Health Care, School Education, Women Empowerment and Governance Challenges at the district level.
State Government has roped in knowledge partners for several crucial sectors like Infrastructure Development, Soft Power Leveraging, Livelihood, and Inclusive Development.
These expert groups will be supporting the officials to prepare the presentations and deliberate on the issues in a threadbare manner, officials in the knowledge of the development said.
While IPS officers are organizing annual senior police officers’ meet every year, on similar line IAS officers will be meeting to discuss the improvement of the public delivery system, which Chief Minister Naveen Patnaik is harping all along.
