The government of Odisha has introduced a new initiative named Gramodaya, aimed at ensuring that welfare programs effectively reach individuals residing in districts impacted by Left Wing Extremism (LWE). This program will encompass 583 villages across 10 districts affected by LWE within the state.
The announcement regarding this initiative was made by the Panchayati Raj and Drinking Water Department on Tuesday, following a declaration by Chief Minister Mohan Charan Majhi during a meeting of chief ministers from LWE-affected states, which was chaired by Union Home Minister Amit Shah in New Delhi on the preceding Monday.
The initiative will be carried out in the districts of Bargarh, Balangir, Boudh, Kalahandi, Kandhamal, Koraput, Malkangiri, Nabarangpur, Nuapada and Rayagada.
The program aims to unify all departments of the state government to collaboratively promote effective development in areas affected by Left-Wing Extremism (LWE). It is important to note that there is no dedicated budget for this initiative; instead, funding will be sourced from various departmental allocations designated for different schemes.
To ensure the successful execution of this initiative, the government has established a state-level monitoring committee, chaired by the chief secretary. This committee will include secretaries from various departments as its members.
At the district level, the committee will be led by collectors and will comprise district officials. Meanwhile, the block-level committee will be formed of block officials and will be overseen by the Block Development Officer (BDO). To enhance the oversight and execution of the initiative, a LWE dashboard will be created for this specific purpose.
An official stated that a dedicated awareness campaign, along with Gram Sabhas, grievance hearings and outreach activities will be conducted to facilitate the program’s implementation at the grassroots level.
