In light of the lessons learned from its initial experience with disaster management during Cyclone Dana, the state government has resolved to enhance and modernize the multipurpose cyclone shelters. This initiative includes fortifying infrastructure and expanding the pool of trained personnel to effectively address future natural disasters.
On Tuesday, Chief Minister Mohan Charan Majhi announced plans to reconstruct 844 existing multipurpose cyclone shelters, transforming them into dual-purpose facilities that will serve as schools during regular periods. This approach aims to ensure that essential services such as electricity and drinking water are readily available during emergencies.
Additionally, the Chief Minister indicated that the number of Odisha Disaster Rapid Action Force (ODRAF) units will be increased from 20 to 30. A cutting-edge Natural Disaster Management Centre is also set to be established in the state to facilitate personnel training.
Majhi emphasized the importance of enhancing mangrove forest cover along the coastline to mitigate the effects of natural disasters. He stated that mangroves will be planted along the 480 km stretch of the coast, and local response teams will be formed in every revenue village across the state.
During an event commemorating Disaster Preparedness Day and National Disaster Reduction Day 2024, the Chief Minister noted that Odisha effectively managed Cyclone Dana due to coordinated efforts and thorough preparedness. The government successfully achieved its goal of zero casualties.
He highlighted that eight hundred thousand individuals were evacuated to safe cyclone shelters before the storm, which impacted over 6,000 villages and urban areas across 11 districts. Approximately 388 response teams from the National Disaster Response Force (NDRF), ODRAF, Fire Services, Forest, and police were mobilized for rescue and relief operations. He expressed gratitude to all agencies and the Odisha State Disaster Management Authority for their commendable efforts during the cyclone.
Revenue and Disaster Management Minister Suresh Pujari stated that the state government effectively managed Cyclone Dana due to the collaboration of the public and all agencies involved during the event. Director General of the India Meteorological Department, Dr Mrutyunjay Mohapatra, remarked that Odisha has set a global benchmark by successfully confronting cyclones.
Additionally, the state government entered into Memoranda of Understanding with two organizations to enhance disaster management efforts. An agreement was established with the Council for Energy, Environment, and Water to address heatwave management in ten cities across the state. Another agreement was made with the UN World Food Program to promote online awareness regarding disaster management. The Chief Minister also recognized 142 individuals who significantly contributed to achieving ‘zero casualties’ during Cyclone Dana.
