The civil service officers play a crucial role in the development journey of our country, India. Iron Man Sardar Vallabhbhai Patel referred to civil service officers as the ‘Steel Frame of India’. This service has strengthened the country’s administrative structure.
“Civil service is the benchmark of the country’s overall success and excellence. It is also a laboratory for the application of thought, consciousness, and value-based progress”, said Chief Minister Mohan Charan Majhi to all Civil Service Officers, on the occasion of ‘National Civil Services Day-2025’.
The programme was organized by the Center for Modernizing Government Initiatives (CMGI) under the Department of General Administration and Public Grievances at the Convention Centre, Lokseva Bhawan, Bhubaneswar.
Addressing through a video message, to the civil services officers, working in different institutions under the central Government and state Government in the state, the Chief Minister said, “One of our main ambitions within the collective consciousness of the Odia people is the creation of a prosperous Odisha. It is important to fully fulfill our goals in the field of public welfare.”
The Chief Minister stressed on the need for basic amenities like housing, drinking water, electricity and road connectivity for all to be completed in a time-bound manner and hope civil services officers to play a vital role in this regard.
The CM said, “Our government is the Peoples Government and a responsive government. Our priority is to solve the problems of the poor and needy. However, people’s problems need to be solved at the grassroots level as far as possible. For this, the Chief Minister has said that the civil service officers at the field level should make conscious efforts.”
Addressing the officers, the Chief Minister said, “Everyone has faith in your knowledge, skills and dedication. You are our precious intellectuals. For your dedication, effort and sacrifice, the dream of our state and country becomes a reality. The Chief Minister expressed confidence that under the coordinated leadership of the political and administrative set ups, the aspirations of the people of Odisha would be fulfilled and a prosperous Odisha would definitely be successful by 2036. On this occasion, he wished the civil service officers success in their personal and professional lives.
A developmental and inspirational video was also played on the occasion. The video stated Prime Minister Narendra Modi’s statement on transforming the vision of a developed India into action will not only limits to modern infrastructure or modern construction activities but lies in effort of the government system and on government servant’s call on to fulfill the need to help them realize the dreams of every countryman.
Speaking on the occasion, Chief Secretary Manoj Ahuja focused on ‘Developing a growth mindset in the civil services for improving governance’.
The Chief Secretary said, 4.5 crore people of the state have aspirations on the state government. He advised the civil servants to enhance their skills and knowledge, understand and monitor every aspect of administrative complexity and serve the people with determination in an easy and simpler manner to meet their every need.
The Chief Secretary also said that the trust in making the vision of a Viksit Odisha into a reality towards a Viksit Bharat can lead to success in implementation. The Chief Secretary further told the civil servants that they have the capacity, capability and ability to bring significant changes in the development process. “Odisha has the resources and potentiality for development. We have to make necessary changes in mindset and develop an ecosystem so that we can work easily and serve the people,” he said.
Anu Garg, Development Commissioner and Additional Chief Secretary to Government, while delivering the welcome address said, “It is important for civil service officers to work in collectively the respective fields for efficient performance in Civil services.” She highlighted on positive mindset and performance of civil service officers in achieving the desired goals of Viksit Odisha-2036 and Viksit Bharat-2047.
Director General of Police YB Khurania spoke about the importance of laws in delivering public service. He said that the application of technology has given success to the State in maintaining law and order and Odisha has been torch bearer for other States in this regard. He said that with the cooperation of the State Government and whole of government’s approach, there has been significant improvement in the field of police modernization.
Vineet Bhardwaj, Executive Director, CMGI set the context of the programme. Among others, DB Sahu, Principal, Accountant General, Odisha, State, Suresh Pant, Principal Chief Conservator of Forests (PCCF), Nirmaljit Singh, Chief Post Master General, Odisha Circle, Paramita Satpathy Tripathy, Principal Chief Commissioner of Income Tax, Odisha were also present and addressed on the occasion.
