Odisha Vision 2047 is a detailed long-term development plan launched by the Government of Odisha, designed to align with the national goal of Viksit Bharat (Developed India) by 2047, marking a century since India gained independence. This initiative builds on the foundation laid by Odisha Vision 2036, which coincides with the state’s centenary, aiming to transform Odisha into a developed state with a USD 1.5 trillion economy by 2047 and a USD 500 billion economy by 2036, thereby contributing 5% to India’s GDP.

To accelerate economic growth, Odisha has introduced the ’36 for 36′ initiative, which aims to implement 36 flagship projects by 2036 to promote development in key sectors such as infrastructure, industries, and tourism.

 The Bhubaneswar-Cuttack-Puri-Paradip Economic Region (BCPPER) is expected to develop into a USD 500 billion economic hub, contributing one-third of the state’s Gross State Domestic Product (GSDP).

Infrastructure development plans include expanding road and railway networks, enhancing port facilities, and improving air connectivity, with plans for 15 airports by 2047, including a potential international airport in Puri by 2030.

Additionally, modern sports facilities will be established to position Odisha as a leading sports destination. In the realms of tourism and innovation, Odisha aims to become a premier tourism hotspot and a center for innovation and knowledge-based service industries.

The vision emphasizes the progress of sports by prioritizing investments in modern facilities, comprehensive training programs, and the essential infrastructure required to host major sporting events. This forward-thinking approach aims to elevate the standard of sports within the region.

The strategy emphasizes skilling programs (Skilled in Odisha, Skilling for the World), sports development, and holistic wellness, ensuring that all citizens have access to opportunities. Governance and monitoring will be managed by an Odisha Vision Cell, which will oversee the implementation process through monthly reviews, supported by district-level Vision Units and high-level committees led by the Chief Minister.

The vision is built upon three fundamental pillars: Inclusion, Prosperity, and Wellness. Its primary aim is to create pathways that lead to happiness, health, and prosperity for all individuals.

This vision document was crafted after extensive consultations involving public representatives, citizens, civil society members, and intellectuals, resulting in over 300,000 contributions from the public. To encourage community input, a dedicated web portal and a WhatsApp channel (+91 6370951920) were launched to collect suggestions.

In August 2024, the groundwork for the vision was laid with the assistance of NITI Aayog. By April 2025, it was decided that the document would be finalized within 15 days after conducting regional workshops.

In June 2025, Prime Minister Narendra Modi officially launched the Viksit Odisha@2047 and Samrudhh Odisha@2047 vision document, which was developed in partnership with NITI Aayog.

While the goal of achieving a USD 1.5 trillion economy by 2047 is ambitious, it demands sustained high growth rates, significant private sector investment, and effective coordination among various stakeholders.

The reliance on public-private partnerships and a governance model that leverages technology is promising, yet it faces challenges such as bureaucratic hurdles and the need for equitable resource distribution.

Ultimately, the success of this vision hinges on robust implementation strategies and addressing the disparities that exist within different regions of Odisha.
