Odisha enforces the Public Universities Act 2026 introducing reservation in teachers’ cadre to ensure social equity, diversity, and transparent faculty recruitment across state universities

In a notable advancement aimed at fostering social equity in higher education, the Odisha State Public Universities (Reservation in Teachers’ Cadre) Act 2026 was enacted. This legislation, which has received the official approval of Governor Hari Babu Kambhampati, marks a substantial transformation in the faculty appointment process at public universities in Odisha.

The Act, which was finalized following a thorough legislative process, underwent extensive discussions in the State Assembly, famously extending into the late hours of March 31. The new legal framework guarantees fair representation for Scheduled Tribes (STs), Scheduled Castes (SCs), and Socially and Educationally Backward Classes (SEBCs) within the academic institutions of Odisha.

In contrast to prior administrative guidelines, the new Act requires reservation for direct recruitment at all levels of faculty positions, including Professors, Associate Professors, and Assistant Professors. Higher Education Minister Suryabanshi Suraj confirmed that these provisions apply to both senior faculty roles and entry-level teaching positions. This initiative aims to create a more diverse leadership and academic environment, providing underrepresented communities with a stronger voice in academic governance.

Implementing these quotas shows the state’s commitment to inclusive representation across the academic landscape. By focusing on both senior faculty positions and entry-level roles, the Act is anticipated to contribute to leveling the playing field for communities that have historically been underrepresented in higher education.

Moreover, in addition to advancing social equity, the legislation seeks to tackle the ongoing challenge of faculty vacancies in state universities. Minister Suraj emphasized that the Act, in conjunction with the Odisha Universities (Amendment) Act, 2024, will enhance the recruitment process, rendering it more efficient and transparent.

The Act seeks to clarify previous uncertainties regarding the appointments of teachers’ cadres, thereby establishing a more straightforward process for recruitment. Consequently, this is anticipated to hasten the resolution of longstanding vacancies, alleviating the shortage of teaching personnel that has impacted various departments in recent years.

Minister Suraj characterized the Act as a “landmark initiative” and a fundamental element of the state’s extensive educational reforms. He highlighted that the new framework transcends mere quotas; it aims to revolutionize the higher education sector to more accurately represent the diverse social fabric of Odisha.

As state universities adapt their hiring practices to this new framework, the government remains optimistic that this inclusive strategy will cultivate a more vibrant and representative academic atmosphere throughout Odisha’s public institutions. This forward-thinking legislation aspires to promote excellence by ensuring a diverse, equitable, and inclusive intellectual environment.

Academics’ field is not one for inclusive representation & to regard the new provisions as a ‘ landmark’ baffles all logic.This socalled initiative for extensive educational reforms is self- contradictory & self- betraying. Education is that rare field that warrants careers to be open to talent,& talent only
