Odisha is rapidly emerging as one of India’s most dynamic innovation destinations, with the State Government accelerating efforts to build a robust startup ecosystem that nurtures entrepreneurship, attracts investment and drives inclusive economic growth.
Powered by progressive policies and a forward-looking vision, the Startup Odisha initiative under the MSME Department has become a key driver of the state’s innovation landscape, supporting entrepreneurs from idea to enterprise through recognition, financial incentives, incubation and mentorship.
At the centre of this transformation is the Odisha Startup Policy, which aims to create a conducive environment for startups across both traditional industries and emerging technology sectors. The policy seeks to encourage innovation-led enterprises capable of generating employment, solving real-world challenges and contributing to the state’s economic growth.
The government has set an ambitious target of establishing more than 5,000 startups by 2029, with the larger objective of positioning Odisha as India’s third-largest startup hub. The initiative reflects the state’s growing emphasis on innovation as a cornerstone of sustainable development.
The ecosystem has witnessed significant momentum over the past two years. According to official figures, 2,022 startups have been supported under Startup Odisha, including 235 women-led enterprises, highlighting the state’s commitment to promoting inclusive entrepreneurship. Financial assistance has been extended to 195 startups, enabling innovators to commercialise ideas, scale operations and enhance market competitiveness.
A major boost to the ecosystem has come through the establishment of the Odisha Startup Hub (O-Hub) in Bhubaneswar. The hub has emerged as a collaborative platform offering incubation support, modern infrastructure, mentorship, investor connect, networking opportunities and business development assistance to aspiring entrepreneurs and early-stage ventures.
Odisha’s startup ecosystem is witnessing rapid diversification, with entrepreneurs making their presence felt across sectors such as information technology, healthcare, biotechnology, agritech, education, defence and other emerging industries. Young innovators and women entrepreneurs are increasingly driving this transformation, developing solutions that address both local and global challenges.
The state’s growing industrial strength and investment-friendly policies have also enhanced its appeal among domestic and international investors. Initiatives such as the Utkarsh Odisha – Make in Odisha Conclave have provided startups with greater visibility, facilitating industry partnerships, investment opportunities and global market linkages.
Backed by strong policy support, expanding industrial infrastructure, a skilled talent pool and an enabling business ecosystem, Odisha is steadily strengthening its position as Eastern India’s leading innovation hub. The state’s focus on entrepreneurship-led development is expected to generate new employment opportunities, attract greater investment and foster globally competitive enterprises in the years ahead.
