The Odisha government has announced plans to develop an 870-acre Odisha Silicon Valley at Naraj in Kataka district, envisaged as a hub for major semiconductor, electronics, and information technology projects.
Chief Minister Mohan Charan Majhi, speaking at SEMICON India 2026 in New Delhi on Friday, said Naraj offered a strategic location because of its connectivity and existing industrial infrastructure.
“The area for Odisha Silicon Valley in Naraj offers a highly favourable strategic location from the standpoint of connectivity and industrial infrastructure,” Majhi said. The site is connected to the Kataka-Bhubaneswar urban corridor and offers multimodal access to major ports, including Paradip and Dhamra, besides connectivity to key national highways.
He described Naraj as a potential strategic hub for the semiconductor supply chain, logistics, and allied industries.
The Chief Minister also highlighted the site’s proximity to the Mahanadi River as an advantage for semiconductor manufacturing. Semiconductor fabrication and assembly facilities require substantial quantities of water and reliable power, he said, adding that Naraj’s location, connectivity, and infrastructure potential could provide a foundation for developing a world-class semiconductor and electronics ecosystem.
The government is seeking to build on Odisha’s growing investment pipeline and attract investments across the semiconductor value chain. According to the Chief Minister’s Office, the state has received investment proposals worth approximately ₹23,600 crore, with the potential to generate around 6,100 jobs.
During his visit to SEMICON India 2026, Majhi also interacted with delegations from Japan, Sweden, and Taiwan as part of the state’s efforts to attract international investment and technology partnerships.
The government has sought to strengthen the investment environment through fiscal and policy support. Under its current framework, Odisha provides 25 per cent additional fiscal support to projects approved by the India Semiconductor Mission in areas such as semiconductor equipment manufacturing, semiconductor-grade gases, raw materials, and supply-chain segments.
The policy also provides support for engineer relocation, manpower skilling, internships, international patents, and research and development.
With the proposed Naraj hub and the latest investment pipeline, the state government is positioning Kataka’s industrial belt as a potential centre for semiconductor and electronics manufacturing, alongside logistics and allied industries.
