Tata Consultancy Services (TCS) has won a ₹122.6-crore contract to implement the next phase of the Odisha State Workflow Automation System (OSWAS 3.0), aimed at strengthening the state’s paperless governance system.
The project will extend TCS’s partnership with the Odisha government by around six years, the IT major said in a regulatory filing.
OSWAS 3.0, powered by TCS DigiBOLT, will integrate workflow automation, analytics, security and artificial intelligence-enabled capabilities to create a unified digital workplace for government departments.
The upgraded platform will enable digital file processing, electronic approvals and real-time tracking across the state administration. It will also incorporate modern microservices-based architecture, interoperability and enhanced web accessibility.
The system will include Odia language support and deeper integration with government applications, with the objective of speeding up administrative processes and enabling faster decision-making.
Odisha Electronics and Information Technology Department Additional Chief Secretary and Odisha Computer Application Centre Chairman Vishal Kumar Dev said the upgraded platform would simplify routine administrative tasks and support more efficient and outcome-oriented governance.
TCS said the new system would be mobile-first, providing government officials with greater speed and visibility while strengthening accountability and enabling a more connected administration.
OSWAS was originally introduced by TCS in 2009 to digitise file processing and official correspondence in the Odisha Secretariat. Its second version, OSWAS 2.0, was launched in 2018 and expanded the system to directorates and districts.
The platform currently supports more than 4,600 government offices and nearly 50,000 users across Odisha.
With OSWAS 3.0, the state government plans to further expand digital governance by integrating advanced technologies with existing administrative systems and making government processes faster, more transparent and accessible.
