The Government of Odisha has announced a significant reshuffle on Tuesday in the IAS & OAS levels, impacting numerous departments, districts, and government organizations. The extensive transfers and new appointments are set to bring about substantial changes in the state’s administrative landscape.
Hemant Sharma, currently the Additional Chief Secretary to Government, Industries Department, with additional charge of Chairman, IPICOL, will now also hold the additional charge of Additional Chief Secretary to Government, Information & Public Relations Department. This appointment terminates the additional charge of Sanjay Kumar Singh, IAS as Principal Secretary to Government, Information & Public Relations Department.
Sanjeeb Kumar Mishra, who is presently the Principal Secretary to Government, Odia Language, Literature & Culture Department, with additional charge of Principal Secretary to Government, ST & SC Development, M&BCW Department, has been appointed as Principal Secretary to Government, Finance Department. He will retain the additional charge of Chairman, IDCO.
N.B.S. Rajput, currently the Principal Secretary to Governor with additional charge of Principal Secretary to Government, Public Enterprises Department, has been appointed as Principal Secretary to Government, Public Enterprises Department. He will also continue to hold the additional charge of CMD, OSRTC.
Bhaskar Jyoti Sarma, previously the Principal Secretary to Government, Sports & Youth Services Department with additional charge of CMD, OPTCL, is now appointed as Principal Secretary to Government, Excise Department. He will continue to hold the additional charge of CMD, OPTCL. This appointment concludes the additional charge of Mrs. Guha Poonam Tapas Kumar, as Commissioner-cum-Secretary to Government, Excise Department.
Roopa Roshan Sahoo, who was the RDC(SD), Berhampur, has been appointed as Commissioner-cum-Secretary to the Hon’ble Governor, Odisha.
Sachin Ramchandra Jadhav, previously the RDC(ND), Sambalpur with additional charge of CEO, WODC, is now appointed as Commissioner-cum-Secretary to Government, Sports & Youth Services Department. He will also remain in additional charge of RDC(ND), Sambalpur and CEO, WODC.
Bhupendra Singh Poonia, who served as MD, IPICOL with additional charge of Special Secretary to Government, Industries Department, MD, IDCO, and Commissioner-cum-Secretary to Government, Skill Development & Technical Education Department, is now appointed as Commissioner-cum-Secretary to Government, Skill Development & Technical Education Department. He will continue to hold the additional charge of MD, IPICOL.
B. Parameswaran, formerly RDC(CD), Cuttack, has been appointed as Commissioner-cum-Secretary to Government, ST & SC Development, Minorities & Backward Classes Welfare Department.
Guha Poonam Tapas Kumar, Commissioner-cum-Secretary to Government, Handlooms, Textiles & Handicrafts Department, is now allowed to remain in additional charge of RDC(CD), Cuttack.
D. Prasanth Kumar Reddy, Director, Industries with additional charge of MD, OSIC and MD, OSFC, has been appointed as Commissioner-cum-Secretary to Government, Micro, Small and Medium Enterprises Department. He will also hold the additional charge of MD, IDCO. This appointment results in the termination of additional appointments for Hemant Sharma, as Additional Chief Secretary to Government, Micro, Small and Medium Enterprises Department and Bhupendra Singh Poonia, as MD, IDCO.
Indramani Tripathy, Labour Commissioner, Odisha, will now remain in additional charge of Inspector of Factories and Boilers, Odisha.
Manish Agarwal, previously Additional Secretary to Government, Planning & Convergence Department with additional charge of Additional Director General (Training), Gopabandhu Academy of Administration, Bhubaneswar, has been appointed as Additional SRC. He will also continue as Additional Secretary to Government, Planning & Convergence Department.
Sangram Keshari Mohapatra, Additional Secretary to Government, School & Mass Education Department, is now RDC(SD), Berhampur.
Deben Kumar Pradhan, Additional Secretary to Government, Forest, Environment & Climate Change Department, has been appointed as MD, OSBCL. The post of MD, OSBCL has been declared equivalent in status and responsibility to the post of Additional Secretary in the IAS Cadre of the State.
Bijay Kumar Dash, Collector & District Magistrate, Gajapati, is now Additional Secretary to Government, Health & Family Welfare Department.
Smruti Ranjan Pradhan, Collector & District Magistrate, Kendrapara, has been appointed as Additional Secretary to Government, Forest, Environment & Climate Change Department.
Raghuram R. Iyer, Director, Higher Secondary Education with additional charge of PD, MDM, Director, TBPM and Additional Secretary to Government, School & Mass Education Department, is appointed as Collector & District Magistrate, Kendrapara. He has also been appointed as the District Magistrate in Kendrapara district under Section 14(1) of the Bharatiya Nagarik Suraksha Sanhita, 2023.
Chanchal Rana, Collector & District Magistrate, Puri, has been appointed as Commissioner, Bhubaneswar Municipal Corporation. The post of Commissioner, Bhubaneswar Municipal Corporation is declared equivalent in status and responsibility to the post of Joint Secretary in the IAS Cadre of the State.
Siddharth Shankar Swain, Officer on Special Duty, GA&PG Department, is appointed as Director, Special Project, Panchayati Raj & Drinking Water Department. He will assume this role after the superannuation of Jyoti Prakash Das, on July 31, 2025 (AN).
Chakravarti Singh Rathore, Additional Secretary to Government, Panchayati Raj & Drinking Water Department with additional charge of CEO, ORMAS, is now Director, Technical Education & Training.
Yeddula Vijay, Additional Secretary to Government, Planning & Convergence Department, has been appointed as Director, Sports. The post of Director, Sports is declared equivalent in status and responsibility to the post of Joint Secretary in the IAS Cadre of the State.
Niyati Pattnaik, Director, SSEPD, is appointed as Director, Higher Secondary Education, Odisha.
Maheswar Swain, Director, Panchayati Raj, has been appointed as Collector & District Magistrate, Nabarangpur. He has also been appointed as the District Magistrate in Nabarangpur district under Section 14(1) of the Bharatiya Nagarik Suraksha Sanhita, 2023.

Madhumita Rath, Additional Secretary to Government, Handlooms, Textiles & Handicrafts Department, is appointed as Additional Secretary to Government, School & Mass Education Department.
Subrat Kumar Panda, Collector & District Magistrate, Boudh, has been appointed as Director, Soil Conservation & Watershed Development, Odisha, Bhubaneswar. The post of Director, Soil Conservation & Watershed Development, Odisha, Bhubaneswar is declared equivalent in status and responsibility to the post of Joint Secretary in the IAS Cadre of the State.

Ambar Kumar Kar, Special Secretary to Government, Excise Department with additional charge of MD, OSBCL, is transferred and posted as Collector & District Magistrate, Jajpur.
