Odisha Government has partnered with OpenAI to build AI skills, promote responsible adoption, and develop AI-powered solutions for education and governance

The Odisha government has announced a strategic collaboration with OpenAI aimed at strengthening artificial intelligence capabilities and encouraging responsible use of AI across the state. The partnership will prioritise capacity-building, skill development, and locally relevant AI applications, particularly within education and public administration.
Under the initiative, AI-focused training programmes will be rolled out for college students and government officials. According to official sources, OpenAI will offer structured online learning modules for students, while state-level officials will receive hands-on training designed to improve their understanding of AI tools, productivity use cases, and ethical implementation in governance.
To promote innovation and experimentation, OpenAI will also provide API credits for its core AI models, enabling Odisha’s Electronics and Information Technology (E&IT) Department to develop pilot projects. These may include AI-powered solutions such as a government productivity co-pilot, built using ChatGPT as the backend technology.
Speaking on the collaboration, Manas Panda, Special Secretary, E&IT Department, said the state is committed to building digital capabilities that are future-ready across both education and governance. He noted that the partnership with OpenAI would help expand AI awareness and practical skills among students as well as public officials.
Echoing similar views, Pragya Misra, Head of Strategy and Global Affairs at OpenAI India, emphasised that, AI can create real public value only when it is accessible, practical, and rooted in local needs. She added that the collaboration will focus on scaling AI capabilities while supporting real-world applications that improve public service delivery and foster innovation.
The initiative aligns with the Central government’s IndiaAI Mission and complements Odisha’s broader push to enhance digital governance and adopt emerging technologies. It reflects the state’s focus on responsible AI adoption, skill development, and the creation of citizen-centric digital solutions, in line with national priorities for inclusive and scalable digital public infrastructure.
