As India observes National Startup Day on January 16, 2026, Odisha’s startup ecosystem reflects its accelerating journey towards transforming into India’s leading innovation hubs. The growth story of startups and new businesses in the State underscores how entrepreneurship is spreading beyond new geographies driven by strong policy support, an expanding incubation ecosystem, and rising participation from youth and women entrepreneurs.
Since the launch of the Startup India initiative in 2016, India has built one of the world’s largest startup ecosystems, with over 1.25 lakh startups recognised by the Department for Promotion of Industry and Internal Trade (DPIIT). Odisha has emerged as an active contributor to this national momentum, steadily strengthening its innovation framework over the past decade.
Odisha’s Startup Landscape
According to ecosystem-level assessments from Startup India and Startup Odisha initiatives, the state is home to more than 2500 startups, operating across sectors such as information technology, agritech, food processing, healthcare, renewable energy, logistics, manufacturing, and social enterprises.
A significant portion of these ventures has been established in the last five years, reflecting growing entrepreneurial activity in the post-pandemic period. Notably, Odisha’s startup growth is no longer limited to Bhubaneswar, with Tier-II and Tier-III cities increasingly contributing to new venture creation.
Inclusive Participation
Data shared through state startup platforms and ecosystem reports indicate that around 40 % of startups in Odisha are led by women founders or co-founders, reflecting a significant level of gender-inclusive entrepreneurship. Student founders and first-generation entrepreneurs also account for a growing share of the ecosystem, supported by institutional incubation programmes.
At present, Odisha has around 26–27 recognised incubators—including university-linked, government-supported, and private incubation centres—actively supporting startups across the state, states the Startup Odisha statistics.
Policy and Institutional Support
The state’s progress has been anchored by the Startup Odisha policy framework, which offers early-stage funding support, sustenance allowance, mentorship, and facilitation for market access. Government procurement opportunities and simplified compliance mechanisms have further helped startups transition from ideation to commercial operations. Collaboration with academic institutions and industry bodies has strengthened innovation capacity, particularly in areas aligned with Odisha’s economic priorities.
Employment and Impact
Startups in Odisha have collectively contributed to substantial direct and indirect employment generation, particularly for skilled youth. Several homegrown startups have expanded beyond the state, securing national clients and private investments, signaling improved ecosystem maturity.
A notable feature of Odisha’s startup ecosystem is its emphasis on impact-driven innovation, with many ventures focusing on agriculture resilience, climate solutions, healthcare access, tribal livelihoods, and sustainable development—aligning closely with national development goals.
Forward Look
While challenges such as access to large-scale capital and global exposure remain, Odisha’s consistent policy support and expanding innovation infrastructure position the state favourably for the next phase of growth.
As National Startup Day 2026 is observed across the country, Odisha’s experience underscores how regional ecosystems are increasingly shaping India’s startup journey, transforming local ideas into scalable solutions and innovation into opportunity.
