Odisha is building a skilling ecosystem where talent is developed at scale, advanced through specialised training and connected to opportunities across India and the world. Under the Government of Odisha’s “Skilled in Odisha” vision, skilling is being positioned not merely as vocational training, but as a continuous pathway from learning to employment, excellence and global mobility.

The ecosystem is anchored by the Skill Development & Technical Education Department, with the Odisha Skill Development Authority (OSDA) playing a pivotal role in driving the State’s skilling agenda. Its institutional network spans Industrial Training Institutes (ITIs), Polytechnics, Skill Development Centres and advanced institutions, creating multiple entry and progression points for young people with different educational backgrounds and career aspirations.

At the centre of this architecture is the World Skill Center (WSC), Bhubaneswar—a high-end finishing school and advanced skill institution promoted by the SD&TE Department. Its hub-and-spoke approach allows advanced knowledge, training methodologies, trainer development and competition preparation to flow from the hub to institutions across the wider Technical and Vocational Education and Training ecosystem. WSC provides specialised one-year programmes through its School of Engineering and School of Services, covering areas such as Mechatronics, Electrical Technology, Precision Engineering, Air-Conditioning & Refrigeration, Digital Animation, Beauty & Wellness, Hospitality, Logistics and Healthcare. Its eligibility has also expanded beyond the traditional ITI route to include diploma holders and, in several programmes, B.E./B.Tech graduates, opening advanced skilling opportunities to a wider talent pool.

This layered structure is creating pathways from ITI and Polytechnic education to advanced specialisation, industry exposure, apprenticeships and employment. The larger vision also recognises the growing importance of skills within higher education, enabling students pursuing degree programmes to complement academic qualifications with industry-relevant skills.

The ultimate measure is opportunity. Odisha’s skilling ecosystem is designed to connect trained youth with local industries, national employers and international markets. The State’s long-term vision targets at least seven WSC campuses by 2047, industry-driven Centres of Excellence across all 314 blocks, expanded short-term skilling capacity and overseas placements for at least one lakh youth by 2047.

The model is now receiving national attention. In its 2026 report, “Reimagining Skilling for Viksit Bharat@2047,” NITI Aayog cites Odisha’s World Skill Center as an example of an industry-oriented, State-anchored skilling institution and highlights it as a potential model for strengthening India’s skilling architecture. NITI Aayog has also featured WSC as a finishing school supporting domestic employment and international mobility, noting its hands-on training infrastructure and internationally recognised ITEES-linked certifications.

Odisha’s ambition extends further. Its long-term vision targets multiple World Skill Centre campuses, industry-driven Centres of Excellence across ITIs, expanded short-term skilling capacity and greater overseas placement opportunities.

From classrooms and workshops to national and global arenas, Odisha is building a talent pipeline that does more than train for employment—it prepares young people to compete, perform and excel on the world stage.

And this is where OdishaSkills becomes an important showcase of the entire ecosystem’s outcomes. It provides a platform where skills developed through Odisha’s institutions can be tested, demonstrated and celebrated—creating a pathway from regional competitions to IndiaSkills and, ultimately, WorldSkills.
