The Odisha government plans to introduce the National Generic Document Registration System (NGDRS) in selected registration offices in the first phase to make land and property registration more transparent, efficient and citizen-friendly.
The proposed rollout and integration of digital services were discussed at a meeting chaired by Revenue and Disaster Management Minister Suresh Pujari at Lok Seva Bhawan on Monday. Officials from the National Informatics Centre’s software development unit in Pune attended the meeting.
The discussions focused on simplifying registration procedures, improving public service delivery and strengthening accountability across sub-registrar offices.
Pujari stressed the need for a robust, transparent and technology-enabled registration system. The meeting considered the phased implementation of NGDRS, the study of successful models in other states and software upgrades to meet Odisha’s administrative requirements.
The system will facilitate online preparation of documents, property valuation, calculation of stamp duty and registration fees, digital payments, appointment scheduling and application status tracking. These services are expected to reduce repeated visits to registration offices, minimise procedural errors and help avoid delays.
The proposed digital platform will also explore the integration of application verification, identity and biometric authentication, digital document approval, record preservation and post-registration services.
Digital dashboards could enable senior officials to monitor registration progress, pending cases and the performance of individual offices.
The meeting also discussed the possible use of data analytics, artificial intelligence, geographic information systems and integration with land records. Their implementation will depend on policy decisions, technical preparedness and the state’s requirements.
“NGDRS is a national initiative of the Department of Land Resources under the Ministry of Rural Development. Based on the concept of ‘One Nation, One Registration’, it provides a digital platform that can be adapted to individual states’ requirements and regulations,” Pujari said.
The state government is expected to proceed with the initial rollout after assessing the technical and administrative requirements of the selected registration offices.
