The Government of Odisha has attracted investment proposals totaling ₹20,900 crore in the IT and IT-enabled services sector during its premier investment event, the Utkarsh Odisha – Make in Odisha Conclave 2025. These proposals span various domains, including IT/ITeS, electronics, semiconductors, data centers, and related industries.
According to Chief Minister Mohan Charan Majhi, the formalization of these investments is anticipated to significantly enhance economic growth and promote equitable regional development. Notable companies such as Zoho, Emmvee Photovoltaic Power, Smartsync Innovations, Kaynes Circuits India, Heterogenous Integration Packaging Solutions, Sancode Technologies, Nextgen Hitech Energy, Vistas Global WLL, and VVDN Technologies have expressed substantial investment intentions. Additionally, the State’s Electronics and Information Technology (E&IT) Department has signed memoranda of understanding with Nasscom, Wadhwani Foundation, and the Semiconductor Fabless Accelerator Lab (SFAL) in Bengaluru.
These agreements are designed to support the Government of Odisha in establishing an AI Centre of Excellence, providing training for government officials in emerging technologies, and ensuring the effective execution of the Government’s flagship initiatives.
The Chief Minister also participated virtually in the announcement of SiCSem Pvt. Ltd’s forthcoming project in the State. The company plans to develop a 15-acre facility for manufacturing Silicon Carbide semiconductor power devices and an ATMP facility in Infovalley, Bhubaneswar, as part of its initial phase.

According to Vishal Dev, Principal Secretary of the E&IT Department, Odisha has emerged as a leading technology hub on a national scale, with numerous prominent global and national IT and professional services companies establishing their development centers in Bhubaneswar.
He noted that due to the government’s initiatives, significant semiconductor projects are now being developed in the state, including facilities for Silicon Carbide power electronics manufacturing and an advanced glass substrate-based packaging unit.
During a panel discussion titled ‘ESDM: The Next Frontier Catalyzing Odisha’s Tech Revolution’ and ‘Unlocking the Potential of Tier II Cities: GCCs & FinTech Opportunities,’ Union Minister for Railways, Electronics & IT, and Information & Broadcasting, Ashwini Vaishnaw, remarked that the success of India’s semiconductor mission has garnered global interest.
He highlighted that all five projects under the India Semiconductor Mission were approved in less than 90 days each, leading the world to recognize India as a significant destination for semiconductor development.
