Odisha sets up a high-level panel for administrative and governance reforms under Viksit Odisha Vision 2036 & 2047 to build transparent, citizen-driven systems

The Odisha Government has constituted a high-level Committee on Administrative and Governance Reforms to steer the State towards a more responsive, transparent, and citizen-centric administration as part of its ambitious Viksit Odisha – Vision 2036 & 2047 roadmap.

The new committee will take a close look at the existing administrative framework, identify systemic bottlenecks, and suggest forward-looking reforms aimed at enhancing efficiency, accountability, and public service delivery.

A notification issued by the General Administration and Public Grievance (GA&PG) Department (No. 36353/AR dated October 27, 2025), and approved by the Governor of Odisha, formally announced the panel’s formation.

The committee will be headed by Jugal Kishore Mohapatra, former Chief  Secretary, while O.P. Agrawal and T.M. Vijay Bhaskar have been appointed as members.

Officials said the panel will examine current administrative systems and recommend measures for simplification of rules, greater transparency, and digital integration in governance. It will also explore ways to make administration more efficient, outcome-oriented, and citizen-driven, taking cues from best practices across states and international models.

The committee’s mandate includes improving interdepartmental coordination, decentralization, and field-level empowerment. It will also look into mechanisms for citizen feedback, grievance redressal, and data-driven decision-making.

In addition, the panel is expected to suggest reforms for capacity building and human resource management in the civil services, with an emphasis on ethics, professionalism, and innovation.

According to sources, the committee will submit its recommendations to the State Government within a specified timeframe.

The move underscores the Government’s determination to bring about transformative governance and align administrative practices with the long-term developmental goals envisioned under Viksit Odisha – Vision 2036 & 2047, marking a decisive step toward making Odisha a model of good governance by 2047.
