Odisha Assembly ranks among India’s most productive legislatures with high sitting days, paperless governance, NeVA adoption, and award-winning digital transformation

The Odisha Assembly has frequently ranked among the most productive legislative bodies in the nation regarding productivity and the number of sitting days, as stated by Speaker Surama Padhy on Tuesday.
While addressing the 37th parliamentary internship programme, she highlighted that the 17th Odisha Legislative Assembly held 62 sitting days from June 2024 to June 2025, which is among the highest in the country. “During my tenure, the House engaged in a historic uninterrupted debate lasting 12 hours and 25 minutes on the Odisha Universities (Amendment) Bill, 2024, demonstrating the Assembly’s dedication to informed lawmaking,” she remarked.
Padhy further mentioned that the Odisha Assembly has transitioned to a completely paperless operation with the introduction of the Digital House in February of this year, signifying a total shift to integrated digital processes. The implementation of the National e-Vidhan Application (NeVA) and the Odisha Secretariat Workflow Automation System (OSWAS) has transformed communication and the movement of files, she noted.
“The House was also awarded the excellence award by the Computer Society of India for its digital and paperless operations,” the Speaker stated. She emphasized that its digital dashboards, e-notices, e-library, and real-time monitoring systems have established standards that are not commonly seen even in many Commonwealth legislatures, asserting that the Odisha Assembly aligns with India’s national goal for Viksit Bharat, contributing through modern legislation, digital governance, democratic engagement, and youth empowerment.
“Additionally, the Odisha Assembly successfully hosted the National Conference of Chairpersons of SC and ST Committees of Parliament, State Legislatures, and UT Assemblies of India,” Padhy concluded.
