Odisha’s gutkha ban begins to impact consumers and markets as traders adjust to enforcement, compliance tightens, and health officials stress long-term behaviour change

A day after the Odisha government enforced ban on gutkha, tobacco and similar nicotine-based products, the move has started causing impact on consumers, beginning with noticeable change in businesses and markets.

Sources said while the wholesale movement of gutkha and pan masala has officially stopped following the notification, ground-level enforcement and market response appear to be hit by a ripple effect. In several areas, traders and shopkeepers said they were still adjusting to the order, with clarity on enforcement and penalties emerging gradually.

At the retail level, many paan shops and small kiosks have reduced visible display of gutkha products fearing raids and penalties from authorities, though officials acknowledged that compliance is likely to increase gradually over time as monitoring intensifies. On the other hand, alternative non-tobacco products continue to be sold, and overall footfall to retail shops for such items has not seen a significant drop.

For consumers, access to gutkha and pan masala has become more restricted, but demand has not disappeared entirely.

In wake of the order, some habitual users said they would switch to substitutes or gradually reduce consumption, while many others are skeptical whether the government’s order would really be effective in curbing the use of tobacco.

Health officials maintained that the objective of the ban is long-term behavioural change rather than immediate disruption. “The impact of such measures is gradual and depends on sustained enforcement and awareness,” a senior official of the Health Department said.

The ban, issued by Odisha Health and Family Welfare Department, prohibits the manufacture, sale, storage, transportation, and distribution of gutkha and any product containing tobacco or nicotine. Authorities said inspections and awareness activities would continue in the coming days to ensure wider compliance.
