Odisha targets a $500 billion economy by 2036 and $1.5 trillion by 2047. Governor outlines growth vision, PSU performance, steel capacity expansion, and development roadmap

On Tuesday, the Bharatiya Janata Party government of Odisha reiterated its dedication to transforming the state into a prosperous economy, termed as “Samrudha,” by the year 2036, which aligns with its centenary celebration, and to achieving full development by 2047, in accordance with Prime Minister Narendra Modi’s vision of a “Viksit Bharat.” 

This commitment was articulated by Governor Dr. Hari Babu Kambhampati during his nearly two-hour address to the Odisha Legislative Assembly. The Governor indicated that the government has developed a detailed vision document for the years 2036 and 2047, following extensive discussions with citizens and stakeholders.

 “The vision seeks to elevate Odisha to a $500-billion economy by 2036 and a $1.5-trillion economy by 2047, increasing its contribution to the national GDP from three percent to five percent, while enhancing the average annual growth rate from seven percent to 9.5 percent through investments, implementation, and technology-driven reforms,” he stated. 

The strategic plan also anticipates a significant increase in per capita income from Rs 1.8 lakh to Rs 32 lakh by 2047, a reduction in multidimensional poverty to five percent, an increase in female labor force participation to 70 percent, life expectancy exceeding 80 years, and the eradication of anemia and malnutrition.

Emphasizing economic and infrastructure advancements, the Governor noted that 24 state public sector undertakings are currently profitable, with nine PSUs expected to yield dividends of Rs 8,358 crore in the fiscal year 2024-25. Odisha now boasts 55 operational steel plants with a total capacity of 45.62 million tonnes per annum, representing 23 percent of India’s total installed capacity. The state aims to contribute 100 MTPA towards the national steel production goal of 300 MTPA by 2030.

Regarding security matters, he stated that ongoing operations against Left Wing Extremism have produced significant outcomes. “Over the last five years, 48 Maoists have been neutralised, 78 have been arrested, and 82 have surrendered. In the year 2025 alone, 25 Maoists were neutralised,” he remarked.

The Governor further noted that enhanced monitoring and expedited processing of cases resulted in 270 convictions out of 766 sensitive cases pertaining to crimes against women and children as of September 2025, reflecting improved enforcement and deterrent measures.

Nevertheless, members of the Opposition, including the Biju Janata Dal and the Indian National Congress, walked out just before the Governor finished his address.
