The total income loss of nearly 86.43 lakh people in State is nearly Rs.4100 crore due to extremely severe cyclone Fani that wreaked havoc in 14 districts of the State on May 3 this year. According to the latest report prepared by the State government the income loss, mostly poor people, is to the tune of Rs 4105.13 crore. The loss of income in the 14 districts, affected by FANI, has been estimated using the Gross District Domestic Product (GSDP) of 2018-19 at current prices.
Puri, which bore the brunt of the superstorm, people lost income for at least 60 days and in Khurdha and Cuttack district it is nearly 15 days for nearly 50 percent of the population, Across other 11 districts about 20 percent population were affected for about three days, the sources said quoting the report. The assessment of personal income loss was also corroborated with the findings in the rural housing sector.
According to the report, nearly 92 percent of houses in rural areas were damaged in Puri, Khurda and Cuttack districts while it was less in the other 11 districts. As Puri, Cuttack, Bhubaneswar and Khurda are major commercial hubs in State and suffered extensive damages, the shutdown of public, private enterprises suffered severe economic shocks, resulting in loss of income and livelihood. While income loss in Puri district was highest with Rs.2,209.60 crore, Khurda suffered to the extent of Rs.818.50 crore, loss in Cuttack is pegged at Rs 713.40 crore and Ganjam sustained Rs 60.60 crore. The loss to workers can be assessed in terms of Person Days and loss in wages.
The estimates shows a loss of 679 lakh Person Days and Rs 2779.5 crore wage loss. It was mostly wage loss for the poor people, the estimate said.
More than 5.49 lakh workers experienced job loss during these days in building construction, shops and commercial establishments, Beedi and cigarette workers and motor vehicle sector, the report said adding, in these sectors 55.44 lakh Person Days were lost and about Rs.155 crore wage loss was experienced due to the cyclone.
The Damage, Loss and Need Assessment (DLNA) Report reveals that the livelihood sector also faced huge losses. Agriculture, horticulture, fisheries and poultry sectors suffered huge loss as in these sectors 95.78 lakh Person Days were lost amounting to nearly Rs 306.65 crore. The total damage and wage loss was Rs 715.17 crore, the estimate pointed out.
While the wage loss was Rs.295.11 crore, the damage was pegged at Rs.420.06 crore. Loss of assets of public enterprises was estimated at Rs 185.18 crore, while private enterprises suffered nearly Rs 234.88 crore and damage and loss to 830 MSME units stood at Rs 335.45 crore.
