Remembering Dr Subas Pani on his first death anniversary, honoring his visionary contributions to India’s digital identity, electoral reforms, and Odisha’s IT growth

On the first death anniversary of Dr Subas Pani, Odisha remembers a distinguished civil servant, technology advocate, scholar, and cultural ambassador whose work left a lasting imprint on India’s governance and public administration, as well as on the technological and cultural development of Odisha.
A member of the 1972 batch of the Indian Administrative Service (IAS), Dr Pani secured the All India 3rd Rank and was the only officer allotted to the Odisha cadre in his batch. Throughout his career, he championed the use of technology to improve governance, with a strong emphasis on transparency, efficiency, and public service.
As the Deputy Election Commissioner of India, Dr Pani played an important role in the modernisation of India’s electoral system. He spearheaded the Computerised Electoral Photo Identity Card (EPIC) programme and contributed to the groundwork for the introduction of Electronic Voting Machines (EVMs), reforms that significantly strengthened the administration of elections in the world’s largest democracy.
Long before digital identity became a national priority, Dr Pani articulated the concept of a unique digital identity for every Indian, an idea that would later find expression in Aadhaar, now the world’s largest digital identity programme.
Odisha was at the centre of much of his work. Dr Pani was instrumental in laying the foundations of the State’s IT ecosystem by helping create the policy environment and institutional framework needed for its growth. He played a key role in establishing the Software Technology Park in Bhubaneswar and in encouraging leading technology companies to establish operations in the city, contributing to Odisha’s emergence as an important destination for the IT sector.
As Chief Secretary of Odisha, he oversaw several initiatives aimed at strengthening infrastructure, promoting industrial development, expanding the IT sector, and modernising public administration. Many of these initiatives continue to influence the State’s development trajectory.
Beyond his administrative responsibilities, Dr Pani was deeply engaged with Odisha’s cultural and intellectual traditions. A respected scholar of Jagannatha consciousness, he devoted considerable effort to studying and interpreting the philosophy of Lord Jagannatha. He also supported Odisha’s arts, crafts, music, dance, literature, history, and temple heritage, believing that development and cultural preservation should advance together.
His writings, research, and musical compositions reflected this lifelong engagement with Odisha’s civilisational heritage. For more than two decades, his English commentary on the Ratha Yatra for Doordarshan became a familiar feature of the annual festival, helping audiences across India better understand its historical, cultural, and spiritual significance.
Despite occupying some of the highest positions in public service, Dr Pani was known for his humility and quiet dedication. He viewed public office as a responsibility and remained committed to institution-building rather than personal recognition.
As Odisha marks his first death anniversary, it is also an occasion to reflect on his contributions to governance, technology, electoral reforms, and cultural scholarship. The institutions he helped strengthen, the ideas he advanced, and the work he left behind continue to remain part of Odisha’s and India’s public life.
His legacy endures not only in the offices he held but also in the institutions he helped build, the reforms he supported, and the enduring commitment to public service that defined his life.
