The winter session of the Odisha Legislative Assembly will begin on November 18 and continue until December 31, with the state government scheduled to present its supplementary budget for the financial year 2026-27 on the opening day.
According to a notification issued on Wednesday, the session will have 33 business days. The demands for grants relating to the supplementary budget will be discussed for three days from November 25, while the Appropriation Bill is scheduled to be introduced on November 30.
The calendar has allocated at least 23 days for government business and six days for private members’ bills and resolutions.
The Assembly will remain closed on November 24 on account of Rasa Purnima and on December 25 for Christmas. Sundays and the second Saturdays will also be non-sitting days.
The session is expected to witness heated exchanges between the ruling BJP and the Opposition, with several contentious issues likely to dominate proceedings.
The Opposition is preparing to raise the recent rape and murder of a girl in Baleshwar, the impact of floods, and the problems faced by farmers. These issues are likely to put the government under pressure to respond to questions on law and order, disaster management, and agricultural distress.
The supplementary budget will be a key item of business, as the government seeks additional allocations for expenditure during the current financial year. The debates will also provide legislators with an opportunity to scrutinise spending priorities and seek clarifications from the government.
With a long sitting schedule and several contentious issues on the agenda, the winter session is set to be an important period of legislative scrutiny and political debate in Odisha.
