With an estimated 3,211 active startups (Source: Startup India, startupindia.gov.in), Odisha today holds a visible and growing place on India’s technology and innovation map. This is a heartening development for all globally minded Odias and a testament to the entrepreneurial spark among the state’s youth—emerging from decades of economic obscurity and limited exposure to technology-led enterprise.
Encouraged by national reforms, digital transformation, and supportive government policies, Odisha’s startup ecosystem has taken root. Yet, amid these encouraging signs, challenges persist. Beneath the surface of optimism lie systemic inefficiencies, capability gaps, and a leadership vacuum that threaten to derail this momentum.
This paper analyses Odisha’s startup landscape, outlines the challenges, and offers a structured roadmap to build a robust innovation-driven economy—anchored in visionary, professional leadership.
India’s Startup Context
Since liberalization, India has transformed into one of the world’s most dynamic startup ecosystems—powered by a young population, digital penetration, and rising entrepreneurial ambition. Global exposure and the ubiquity of the internet have opened new markets and mindsets.
However, many startups fail early due to a common pattern: rushing to market without adequate groundwork, spending limited seed capital too quickly, and seeking investor funds prematurely—often at notional valuations and without market traction. This “valuation over value” mindset has hurt genuine innovation and sustainable business creation.
For India—and Odisha—to thrive, the focus must shift from chasing funding to building value, innovation, and resilience.
Building a Supportive Startup Ecosystem
- A thriving startup ecosystem requires:
- Access to capital – angel investors, venture funds, and financial literacy
- Infrastructure – incubators, accelerators, and co-working hubs
- Human capital – skilled professionals, mentors, and industry linkages
- Policy support – tax incentives, ease of doing business, and streamlined regulations
- Cultural transformation – risk tolerance, collaboration, and celebration of innovation
Steps to Build an Ecosystem
1. Assess & Adapt: Evaluate local realities before designing policy interventions.
2. Set Clear Goals: Define measurable outcomes for innovation, employment, and GDP contribution.
3. Nurture Talent: Partner with universities, create startup curricula, and promote entrepreneurship education.
4. Enable Funding Access: Establish state-led seed funds and attract national VCs.
5. Develop Infrastructure: Strengthen O-Hub and expand incubation capacity to tier-2 and tier-3 cities.
6. Provide Continuous Support: Mentorship, market linkages, and networking opportunities.
Odisha’s Startup Evolution
Odisha was among the first Indian states to introduce a comprehensive Startup Policy (2019), backed by incentives for innovative, technology-led enterprises. The establishment of O-Hub, a modern, multi-storey startup incubation complex, signaled intent and ambition. Initially, its leadership—an industry veteran and mentor supported by a professional CEO—brought credibility and direction to the initiative.
However, following recent administrative transitions, leadership roles have reverted to bureaucratic oversight. The absence of domain experts has slowed progress, causing discontent among entrepreneurs and investors alike. The startup community now perceives the system as “headless and directionless.”
At a time when India is surging ahead in R&D, AI, and deep tech, Odisha cannot afford to lose momentum. It needs professional leadership and industry stewardship to sustain and scale its ecosystem.

2. Build global-scale software and product solutions—India should create tools for the world.
3. Encourage with relevant support to produce iconic brands from Odisha with enhanced Brand Equity.Made-in-Odisha, Made-for-the-World entrepreneurial spirit needs to be nurtured systematically and thoughtfully with relevant professional support.
(Bangalore boasts of BPL, Kingfisher, and Café Coffee Day. Koraput Coffee is the lone head-turner from Odisha, but hasn’t yet created such wider buzz)
3. Strengthen R&D in Science & Technology—from schools to universities—to promote product innovation.
4. Promote scientific temperament through early education to nurture curiosity and problem-solving skills.
5. Bridge the gap between scientists and entrepreneurs—foster trust and collaboration.
6. Invest in character building: curiosity, integrity, self-belief, and skills are the true National Capital.
7. Create a societal consensus on the importance of science, technology, and entrepreneurship.
8. Invite top venture capitalists and global investors to Odisha—showcase startups, talent, and infrastructure.
The Road Map
1. Establish a State Digital Economy Mission – similar to KDEM, Government of Karnataka.
2. Revitalize Startup Odisha with a professionally led executive team.
3. Reposition O-Hubas a center of excellence like ASPIRE (Prof. TarunKhanna, Harvard).
4. Introduce New Policies:
- Sector-specific startup and innovation schemes
- Comprehensive R&D, Innovation & Technology Policy
- Student Entrepreneurship Policy
- Biotechnology, Semiconductor, Drone & Robotics Policies
5. Engage the Global Odia Diaspora:
- Ideas, mentorship, and funding support
- Technology and research collaboration
6. Launch an Annual “Entrepreneurs, Technocrats & Thought Leaders’ Summit”
- A confluence where minds meet and the future forms
- Collaboration among academia, corporates, and startups
- Bring together Scientists, Researchers, Entrepreneurs and Investors
- Partnerships with industry bodies (CII, NASSCOM, FICCI, TiE, ASSOCHAM)
- Reposition Government’s Role: act as facilitator and enabler, not operator.
Leadership – The Missing Catalyst
True leadership lies in bringing people together around a shared vision and driving it with commitment and missionary zeal.
Odisha’s startup movement does not need only bureaucrats or high-profile industrialists. It needs a visionary industry veteran—someone who has lived the entrepreneurial journey, failed and risen, mentored others, and understands both the business realities and the Odia psyche.
Such leadership—professional, grounded, globally exposed, and locally rooted—can steer Odisha toward becoming one of India’s leading innovation hubs.

Very good note!
I believe that many IT firms are setting up base, as Bhubaneshwar is having all the key enablers, without the issues of very large cities (e.g. commute times, real estate prices, pollution etc).
Orissa has a very good potential for sure – for creation of enterprises with revenues of say Rs.10-50 cr, and not that every company has to be a Unicorn. Orissa can fill the gap without the need of big venture funding etc.
