The headquarters of the Bhubaneswar-Cuttack Police Commissionerate stands as one of the most distinctive administrative buildings in Bhubaneswar, combining Gothic architectural grandeur with state-of-the-art policing infrastructure.

Architectural Grandeur

Located at Unit V, Bidyut Marg, Keshari Nagar, the four-storey structure reflects a deliberate attempt to blend authority with aesthetic appeal. Built across approximately 1.04 to 1.20 lakh square feet, the building was completed within 18 months at a cost of around Rs 19–20 crore. The project was executed by the Odisha State Police Housing and Welfare Corporation.

The headquarters features 33 massive Gothic-style pillars that symbolize strength and institutional authority. Of these, 17 imposing pillars adorn the front façade, projecting might and permanence. A central dome crowns the structure, representing the concept of justice and punishment, while a Swiss-imported clock—reportedly costing around Rs 5 lakh—sits prominently atop the dome, adding a dramatic and regal focal point to the skyline. The clock tower enhances the building’s landmark status in modern Bhubaneswar.

The Gothic-inspired architecture evokes elements of heritage design, creating an imposing yet dignified presence. The aesthetic choice was envisioned under the leadership of then Chief Minister Naveen Patnaik, who inaugurated the building in 2011. The permanent headquarters replaced the earlier temporary office, marking a significant institutional upgrade for urban policing in the twin cities.

Modern Security Infra

Beyond its classical exterior, the headquarters is equipped with advanced security systems. CCTV cameras monitor multiple points throughout the premises. Boom barriers and motorized gates regulate vehicular access, ensuring controlled entry and exit.

An integrated control room within the building operates round-the-clock surveillance, monitoring as many as 547 CCTV cameras installed across the city. The system is enhanced with artificial intelligence capabilities, including facial recognition, video summarization, and abandoned object detection. These features significantly strengthen crime prevention and real-time response mechanisms in Bhubaneswar and Cuttack.

The headquarters is also connected to the Crime and Criminal Tracking Network and Systems (CCTNS), ensuring seamless digital integration with national policing databases. A unified IT platform supports modern policing functions, making the building not just architecturally significant but technologically advanced.

Public Interface Facilities

The building has been designed to serve both operational efficiency and public accessibility. A dedicated public interface area functions as a single-window service center, allowing citizens to access various police services more conveniently. The headquarters is wheelchair accessible and offers free parking facilities, reinforcing its citizen-friendly approach.

An auditorium with a seating capacity of 200 officers provides space for conferences, briefings, and training sessions. Specialized interrogation rooms equipped with audio-visual recording facilities ensure transparency and procedural compliance. Dedicated CCTV control rooms and digital infrastructure further streamline administrative and investigative functions.

The office operates on weekdays from 10 AM to 6 PM, serving as the central command hub for policing in the twin cities.

Its Gothic pillars and dome reflect institutional strength and continuity, while its integrated AI-enabled surveillance systems represent the future of smart policing.
