Lok Bhavan in Bhubaneswar becomes India’s first Platinum-rated green campus, scoring 88 under IGBC’s Green Campus v1 certification

Lok Bhavan, the official residence of the Governor of Odisha since 1960, has achieved a national distinction by becoming the first Lok Bhavan in India to receive the IGBC Platinum green certification.
Renamed from Raj Bhavan in December 2025, the Bhubaneswar campus has also become the first campus in India to achieve Platinum rating under the stricter Green Campus v1 rating system, introduced by the Indian Green Building Council (IGBC) in July 2024.
Lok Bhavan scored 88 out of 100, placing it firmly in the Platinum category, which covers scores between 80 and 100.
The achievement is particularly notable as the certification involved transforming an operational government campus rather than incorporating green features into a newly constructed facility.
Under Governor Dr Hari Babu Kambhampati, the campus underwent a comprehensive assessment and a series of upgrades covering civil infrastructure, electrical systems, water management, energy monitoring, landscaping, irrigation and waste management.
The campus scored 23 out of 25 in site planning and management, a full 7 out of 7 in sustainable transportation, 13 out of 18 in water conservation, 17 out of 18 in energy efficiency and a perfect 8 out of 8 in material and resource management. It scored 6 out of 7 in health and well-being, 7 out of 8 in sustainable operation and maintenance, and 7 out of 9 in innovation in design.
More than 80 per cent of the campus remains under green cover. A biodiversity survey recorded 2,374 trees belonging to 72 species, along with 27 fauna species.
