IIM Sambalpur is co-developing a new economic framework to drive sustainable growth in Odisha. The initiative focuses on jobs, green technology, and climate resilience.

Odisha aims to establish itself as a leading state in the nation — excelling in both income generation and climate resilience — by introducing a new economic framework co-led by IIM Sambalpur. In partnership with the Council on Energy, Environment and Water (CEEW) and the University of Maryland, the institute is contributing to the development of a roadmap that integrates job creation, sustainable growth, and environmental protection. 

At the heart of this initiative is the Economic Transition Coalition Odisha (ETCO), a platform that unites academic institutions, government entities, and industry stakeholders to strategize Odisha’s transition towards a low-carbon and inclusive economy. The coalition has also released a white paper entitled “A New Economic Transition Framework for Jobs, Growth, and Sustainability in Odisha,” which presents a long-term vision for reshaping the state’s development trajectory. 

Professor Mahadeo Jaiswal, the Director of IIM Sambalpur, emphasized that the responsibilities of business schools should extend beyond traditional teaching methods.

“Odisha stands on the brink of a significant milestone. As a prominent collaborator in ETCO, we are assisting in the identification of policy measures and frameworks that will equip the state for a sustainable and inclusive future,” he stated. The white paper presents a five-point agenda that emphasizes equitable income, sustainable agriculture, climate adaptation, biodiversity conservation, and the attainment of net-zero emissions. 

A central proposal of the white paper is to facilitate the transition of the workforce in the coal and thermal power industries by endorsing green technologies such as green steel, hydrogen-based energy systems, and carbon capture.The strategy also investigates how Odisha’s mineral resources and extensive coastline can be utilized to establish a green manufacturing and export center. 

In response to the increasing threats posed by natural disasters, the coalition advocates for climate-resilient infrastructure. Additional initiatives include safeguarding biodiversity through eco-corridors and mitigating human-animal conflicts. In terms of agriculture, the emphasis is on developing sustainable food systems that enhance farmers’ incomes, promote agroforestry, and renew soil carbon. The initiative aligns with India’s overarching objectives of attaining net-zero emissions and fostering interdisciplinary collaboration as outlined in the National Education Policy. As Odisha aims for long-term sustainable development, institutions such as IIM Sambalpur are starting to assume a more significant role, not only in business education but also in influencing the future of the state.
