Odisha approves a new GCC roadmap to attract ₹1,000 crore investments and build five major hubs across key cities, boosting jobs and high-skill global operations

Odisha is gearing up to position itself as an emerging hub for Global Capability Centres (GCCs), with the state cabinet on Friday approving a comprehensive roadmap aimed at drawing major investments in the fast-expanding sector.
Chief Secretary Manoj Ahuja said the state expects more than ₹1,000 crore in investments as multiple cities—Bhubaneswar, Cuttack, Puri, Paradip, Bargarh, Jharsuguda and Sambalpur—have been shortlisted for developing world-class GCC facilities.
The growth push comes alongside slowing national indicators, with India’s manufacturing and services activity hitting a six-month low in November.
According to Ahuja, the state government has crafted an exclusive GCC policy to give Odisha a distinct competitive edge over other destinations vying for the sector. “As many as five major GCC hubs will be established. We are offering enhanced subsidies for companies willing to relocate from Bengaluru and operate out of co-working spaces here. The sector is growing rapidly, and we expect significant job creation,” he said.
The incentives are designed to attract high-skill global operations across IT, finance, engineering, and analytics—segments that have driven the rapid expansion of GCCs nationwide. With the new policy architecture, Odisha hopes to position itself as a preferred destination for companies looking to diversify their India footprints beyond traditional metropolitan centres.
